The Justice Department said Tuesday that the 250-foot (76-metre) triumphal arch proposed by President Donald Trump in Washington would not be completed before the end of his second term.

The project is facing several lawsuits seeking a court order to stop it. Approval is expected as early as Thursday, according to the report.

The department estimates that the first six to eight months of work would be devoted to underground excavation and building the foundations. Construction above ground is not expected to start before May at the earliest, and the full project is forecast to take 33 to 39 months.
