Brazil’s Electoral Court resumed its full range of voter services on Tuesday, November 3, following a suspension during preparations for the 2026 elections. The electoral register closed on May 7, and services were paused under TSE Resolution No. 23.750/2026 to support the organization and security of the election process.
Voters can now apply for a first electoral card, request a transfer to another municipality, update personal registration details or seek to regularize a cancelled registration, depending on their circumstances and applicable requirements.
Requests are available at electoral offices, service centers and posts, as well as through the Electoral Court’s online self-service platform on the TSE portal. Applicants can submit an electronic request and track its review without visiting in person, unless their case requires it.
During the suspension, electoral authorities prepared voter information for polling lists, determined voting sections and carried out other election-related procedures. Some services remained available, including electoral clearance certificates and the e-Título app.
Voters who missed the first round have until December 3 to justify their absence. Those who miss the second round can submit a justification through January 8, 2027. The request can be made through the e-Título app between 8 a.m. and 5 p.m. on election day, or by submitting an Electoral Justification Request at a polling or justification station with an official photo ID. A reason does not need to be documented when the justification is submitted on election day.
Repeatedly missing three consecutive elections without paying fines or providing justifications can lead to cancellation of a voter’s registration. The Electoral Court counts each round as a separate vote, and voters may justify absences as often as necessary.
