Americans are voting Tuesday to choose a new Congress in an election that could reshape President Donald Trump’s second term. Republican majorities in both the House and Senate are at risk, with Michigan among the states expected to play a decisive role.
Historically, the party of the sitting president tends to lose House seats in midterm elections, which often serve as a referendum on the administration. A poll released on election day found that 32% of Americans approved of Trump’s performance, according to the report.
Democrats seeking to take control of the Senate must hold the seats they already have, including in Michigan, and win four additional seats. The report identifies Iowa, Texas, Alaska, Ohio, Kansas and Maine as key contests. Trump carried all of those states in the previous election except Maine. The report says the war in Iran and tariffs have shifted some voters’ views.
The outcome will affect the opposition’s ability to block presidential measures and scrutinize the administration. Columbia University professor Cesar Zucco said that, unlike Brazil’s multiparty system, the United States has two major parties, and a president without a congressional majority can face a frequently hostile legislature.
Spending on advertising in the congressional campaign could approach $12 billion by election day, more than was spent in the 2024 presidential race. Elon Musk has donated nearly $450 million, making him the campaign’s largest individual donor, according to the report.
The election also comes amid disputes over the balance of power between the branches of government. The report says Trump has sought to expand executive authority, including on tariffs and declarations of war, while opponents have challenged administration measures in the Supreme Court. Experts interviewed said the court has blocked some actions but expanded presidential powers in other areas.
Beyond control of Congress, the results are expected to influence debates about the future direction of both parties ahead of the next presidential election, scheduled in two years. The vote will test whether Republicans retain a majority favorable to Trump and may shape discussions over leadership and strategy among Republicans and Democrats.
