Donald Trump could continue to act unilaterally on international issues even if his party loses the 2026 US midterm elections, according to Maud Quessard, a researcher specializing in US foreign policy.

Speaking to RFI on November 3, election day, Quessard said Trump would be able to “keep pushing through” on foreign policy matters. The interview focused on the possible implications of the midterms for the administration’s approach abroad.

Quessard is research director at France’s Institute for Strategic Research at the Military School (IRSEM) and co-director of the Observatory of American Foreign Policy (Opexam). She is also the author of “La puissance sans principe,” published by Seuil.
